Instructions
Toast the rice:
Add glutinous rice to a dry pan over low heat. Stir constantly until golden and fragrant, about 5–10 minutes.
Cool:
Remove from the pan and let the rice cool completely.
Grind:
Pound the rice into a coarse powder using a mortar and pestle, or pulse in a food processor until slightly rough, not too fine.
Use or store:
Use right away or store in an airtight container.
