Combine water, rice vinegar, sugar, and salt in a small saucepan. Bring to a gentle boil over medium heat, stirring until the sugar dissolves.
Simmer for 5–7 minutes until slightly thickened. Remove from heat and cool for a few minutes. Stir in chili, then add carrot and peanuts before serving.
